A lot of people in the West judge BRICS against their model of say NATO or the EU. Its not correct. BRICS operates as a collection of like minded countries who develop by unanimity. no member is regarded as superior to another. So whilst Russia and China wanted Venezuela to join BRICS, Brazil did not as they were concerned about the effect across other S American countries. Of course that does not stop Russia and China strengthening bilateral relations with Venezuela. Whilst there is now a new defence arrangement in place with Russia it does depend on Venezuela actually asking for support which they seem reluctant to do probably fearing even more US immediate reactions.
