Maritime siege or trade boycots are acts of war which are never simetrically responded. This can never end well for the targetted entity. Iran should have closed all EU embassies on its soil. Theyre under siege for decades and have little time left. A paradigm shift would be necessary for its decision making centres. Unfortunately, I am not optimistic about it.
