Donnelly's paper is a strategy proposal addressed to the elites. I doubt any of Western media would report about this paper to the public - hence there will be no public opinion. On the contrary, they'll do their best to hide their true plans from the British/Western public.
Clearly Donnelly is channeling the wishes of the NATO leadership and is single minded and determined on that score, so no wonder he gets a place amid the counsels of UK government.

Though I’m outside the UK at present, this is exactly the feeling I get from relatives and friends who live there, along with the mass media I see.
It’s become a constant in British history that declining real status and power is accompanied by a parasitical passion by the UK elites to latch on to whatever imperial project is on offer from the global hegemon. That’s why there were such British squeals of delight early this year when Marco Rubio invited NATO allies to relaunch global imperialism again.
The British and Americans are in no position to train the Ukrainians in modern war. A recent exercise proved that the Ukrainians would eliminate the West in any conflict in no time at all. It is NATO that is obsolete and quite unable to adapt to modern forms of warfare. They have nothing, absolutely nothing, to teach the Ukrainians. They only know how to kill unarmed civilians - like the IDF.
Russia is in the process of taking over Ukraine. In due time, many experienced Ukrainian soldiers will be joining the Russian army.
